The material does not hold water, and it has a grommet in the bottom for letting things out, and a loop in the bottom and top for keeping things in. This bag can be used to throw out of, or the bag can be placed and the rope will feed smoothly out of it. The bag illuminates like a chinese lantern, but also dims the light a bit.
